Terms of Service

Effective 2026-11-05. All legal pages

In short

These terms are the contract for using the API. You sign up with a Google or GitHub account and get a free API key. You own your files. We process them only to run the conversions you ask for, and we never use them to train AI models. You keep your API key private and are responsible for requests made with it. The Free plan is free, paid plans cannot be bought yet, and there is no uptime commitment. Converted files may not match the original exactly, so check the output before you rely on it. You must be 18 or older and use the API for business purposes.

This summary is for convenience. The full text below is what applies.

Contents (23 sections)

These Terms of Service ("Terms") are an agreement between Zeel Shekhaliya, an individual based in Surat, Gujarat, India ("we", "us" or "our"), and the person or organization that uses the Service ("you"). Our Acceptable Use Policy, Privacy Policy, Data Processing Addendum and Copyright policy are part of these Terms.

1. Accepting these terms

1.1. You accept these Terms in either of two ways, whichever happens first:

  • by creating an Account at app.pdfconversionapi.com, which asks you to agree to these Terms and the Acceptable Use Policy. We record the effective date of the version you agreed to and the time your Account was created; or
  • by sending your first request to the Service with an API key.

1.2. If you accept these Terms for a company or other organization, you confirm that you have authority to bind it. In that case "you" means the organization.

1.3. You must be at least 18 years old. The Service is for business, professional and software development use, not for personal, family or household use.

1.4. You may not use the Service if the laws of India, of the United States or of the place where you are prohibit you from receiving it.

2. Definitions

  • Service: the file conversion API at https://api.pdfconversionapi.com, the website at pdfconversionapi.com, the account pages at app.pdfconversionapi.com, the documentation, and API keys.
  • Account: the account you create at app.pdfconversionapi.com by signing in with Google or GitHub, and from which you get your API key.
  • Free plan: the plan that every new Account starts on. It costs nothing, and its limits are shown on our pricing page.
  • Customer Content: the files and parameter values you send to the Service, and the files the Service returns to you.
  • Account Data: information about you and your use of the Service, such as your email address, the sign-in providers you use and their account ids for you, API key records and usage records.
  • Documentation: the guides and reference pages under /docs on our website.

3. The Service

3.1. The Service converts files from one format to another and performs operations on PDF files, such as merging, splitting, compressing and OCR, through an HTTP API. The Documentation lists the conversions, parameters and limits that apply at any given time.

3.2. Results are returned in the API response. If you set StoreFile=true, we store the result and return a download link instead (see section 6).

3.3. For many conversions the API accepts the same request and response format as some other file conversion APIs. That compatibility is partial. We do not promise that code written for another service will work without changes. The Documentation lists the differences we know about.

3.4. Billing is not open yet. Until it opens:

  • anyone who meets section 1 can create an Account and get an API key on the Free plan, unless we have paused new sign-ups under section 9.4;
  • paid plans cannot be bought, and we do not charge for use of the Service;
  • we do not offer an uptime commitment or a service level agreement, and we do not yet run a public status page;
  • conversions, parameters, limits and other features may change or be withdrawn.

3.5. We will email you at least 30 days before we remove a conversion or make a change that breaks requests that worked before, unless we must act sooner to fix a security problem or to comply with the law.

3.6. The Free plan's limits, such as the number of conversions each month, are on our pricing page. We may change the Free plan and its limits. We give notice of a change that reduces them as section 3.5 describes.

4. Your account and API keys

4.1. To create an Account, you need a Google or GitHub account. You sign in with it at app.pdfconversionapi.com. We do not receive or keep your Google or GitHub password. From the sign-in we keep only your verified email address (for GitHub, your verified primary address) and your Google or GitHub account id. The Privacy Policy describes what we receive and keep.

4.2. There is one Account for each verified email address. If you sign in with Google and with GitHub using the same verified email address, both open the same Account. Do not create more Accounts to get around the limits of your plan (see the Acceptable Use Policy).

4.3. We send notices under these Terms to the email address on your Account, so use an address you read.

4.4. Keep your API key confidential. Send it only in the Authorization header, as the Documentation shows. The API does not accept keys in URLs. Do not put keys in browser code, mobile apps or public repositories.

4.5. You are responsible for all requests made with your API key, including requests by anyone you let use it, until you replace the key, delete your Account or ask us to disable the key.

4.6. We store only a SHA-256 hash of your key and its last four characters, not the key itself. We cannot show or recover a key after it is made. If you lose it, replace it on the key page at app.pdfconversionapi.com. Replacing a key revokes the old one.

4.7. If you think your key has been exposed, replace it on the key page. You can also email security@pdfconversionapi.com and we will disable it.

4.8. You can delete your Account on the key page at any time. Deleting it revokes your API key and deletes your Account record, its sign-in identities and its sessions. The Privacy Policy describes the records we keep after that and for how long.

5. Acceptable use and limits

5.1. Your use of the Service must follow the Acceptable Use Policy. You are responsible for making sure that anyone who uses the Service through your account or your application follows it too.

5.2. Do not send protected health information covered by HIPAA. We are not a business associate under HIPAA and we do not sign business associate agreements.

5.3. The Service applies technical limits, including a maximum upload size, a maximum processing time per conversion and a maximum request rate. The current values are on the limits page. A request over a limit is refused, or stopped, with an error.

6. Your content

6.1. You own your content. You keep all rights in your Customer Content. These Terms give us no ownership of it. As between you and us, you own the files the Service produces for you.

6.2. License to process it. You grant us a worldwide, non-exclusive, royalty-free license to receive, copy, store, transmit and convert Customer Content, only as needed to provide the Service to you and to comply with the law. This license ends when the Customer Content is deleted from our systems.

6.3. Your rights to send it. You confirm that you have all rights, permissions and consents needed to send Customer Content to us and to have it processed, including for any personal data in it.

6.4. What we do not do with it. We do not sell Customer Content, share it for advertising, or use it to train or improve machine learning or AI models. We do not open or read your files, except a file you send to us yourself (for example, with a bug report), or where we must do so to respond to a report of illegal content or to comply with the law.

6.5. How long we keep it. Unless you set StoreFile=true, we do not store results. During a conversion, your files are held in memory or in a temporary directory that is deleted when the conversion ends. If you set StoreFile=true, we store the result in the United States and its download link expires 3 hours after it is created. A cleanup job that runs every 15 minutes deletes files whose links have expired, and a storage rule removes any stored file more than 1 day old in case that job fails. You can delete a stored file sooner by sending DELETE /v2/d/{id} with the key that created it. The Security page describes this in more detail.

6.6. Where it is processed. The Service runs on Cloudflare's network. Conversions may run at a Cloudflare location outside the United States, chosen by proximity and capacity. Stored results are kept in the United States.

6.7. Keep your own copies. We do not keep backups of Customer Content and cannot restore a file after it is deleted. Keep copies of anything you need.

7. How we use account and usage data

7.1. We collect Account Data to run the Service. This includes the verified email address and account id we receive from Google or GitHub when you sign in, the version of these Terms you agreed to and when your Account was created, a hash and the last four characters of your API key, a count of your successful conversions each month, one usage record per conversion request (your account, the formats converted, the response status, the upload size and the processing time), and technical logs kept by our hosting provider. The Privacy Policy describes what we collect, how long we keep it and your rights.

7.2. We use Account Data to provide and support the Service, to apply limits and prevent abuse, to bill you once billing opens, to tell you about changes to the Service, and to see which conversions are used so that we can decide what to work on. We do not sell Account Data.

7.3. We may use and publish statistics derived from usage records, such as the number of conversions per format, if they do not identify you and do not reveal Customer Content.

7.4. When Customer Content contains personal data, we process it as your processor or service provider under the Data Processing Addendum. The Data Processing Addendum applies automatically when you accept these Terms. You do not need to sign it separately.

8. Fees

8.1. The Free plan is free. Billing is not open, so paid plans cannot be bought yet, and we do not charge for use of the Service.

8.2. The prices we plan to charge are on our pricing page. They are not an offer and may change before billing opens.

8.3. Before we charge you anything, we will tell you the price, the billing period, how renewal and cancellation work, and our refund terms, and we will ask for your separate, express agreement. If you do not agree, you can stop using the Service and nothing will be charged.

8.4. Once billing is open, prices will be in US dollars and will not include taxes. We will email you at least 30 days before a price increase applies to you, and it will apply from your next billing period.

9. Suspension

9.1. We may suspend your access, disable your API key, or disable your Account, if:

  • you breach these Terms or the Acceptable Use Policy;
  • your use creates a security risk, or threatens the operation of the Service or its use by other customers;
  • a key appears to have been exposed; or
  • we must do so to comply with the law or with an order from a court or government authority.

9.2. Where it is reasonable to do so, we will warn you first and give you a chance to fix the problem. We will tell you why we suspended your access, unless the law prevents us, and we will restore access once the reason no longer applies.

9.3. Rate limit responses (HTTP 429) and busy responses (HTTP 503) are part of normal operation, not a suspension.

9.4. To stop abuse of the Service, we may pause new sign-ups, or pause conversions on a plan, for as long as we need to.

10. Confidentiality

10.1. Each party may receive non-public information from the other in connection with the Service ("Confidential Information"). Your Customer Content is your Confidential Information.

10.2. The receiving party will use the other party's Confidential Information only to perform under these Terms, will not disclose it except to its employees, contractors and service providers who need it and are bound by similar obligations, and will protect it with at least reasonable care.

10.3. This section does not cover information that is or becomes public through no fault of the receiving party, that the receiving party already knew or developed independently, or that it lawfully received from someone else without a duty of confidentiality.

10.4. A party may disclose Confidential Information when the law or a court requires it, after giving the other party notice where the law allows.

11. Our intellectual property and feedback

11.1. We and our licensors own the Service, including its software, Documentation, website and brand. These Terms give you the right to use the Service while they are in effect, and no other rights.

11.2. If you send us suggestions or feedback, we may use them without any obligation to you.

12. Publicity

We will not name you as a customer, or use your name or logo, without your written permission.

13. Service providers

We run the Service on infrastructure from third parties, mainly Cloudflare. Our subprocessor list names the companies that may process personal data for us. We remain responsible for them as described in the Data Processing Addendum.

14. Sanctions and export controls

14.1. You confirm that you are not, and are not owned or controlled by, a person named on a US government list of restricted parties, such as the Specially Designated Nationals and Blocked Persons List maintained by the Office of Foreign Assets Control (OFAC).

14.2. You may not use the Service from, or for the benefit of anyone located or ordinarily resident in, a country or region subject to comprehensive US sanctions. These are currently Cuba, Iran, North Korea, and the Crimea, so-called Donetsk People's Republic and so-called Luhansk People's Republic regions of Ukraine.

14.3. You will comply with US export control and sanctions laws, including the Export Administration Regulations and the regulations administered by OFAC, and you will not send export-controlled technical data to the Service.

14.4. We may refuse or stop providing the Service anywhere we believe it is necessary to comply with these laws.

We respond to copyright complaints under our Copyright policy, which includes our policy of closing the accounts of repeat infringers.

16. Disclaimer of warranties

16.1. Conversion is automated. A converted file may not reproduce every element of the original, such as layout, fonts, colors, images, tables, page breaks, charts, comments, form fields, metadata or embedded objects. For example, HTML pages are rendered without loading remote images, stylesheets or fonts, macros in office documents are not run, and 3D solids and embedded raster images in CAD drawings are not drawn. Where we know of losses for a conversion, the Documentation and our conversion pages describe them.

16.2. Check converted files before you rely on them. Do not rely on a converted file alone where an error could cause legal, financial, medical or safety harm.

16.3. THE SERVICE AND ALL OUTPUT ARE PROVIDED "AS IS" AND "AS AVAILABLE". TO THE FULLEST EXTENT PERMITTED BY LAW, WE DISCLAIM ALL WARRANTIES, WHETHER EXPRESS, IMPLIED OR STATUTORY, INCLUDING IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE AND NON-INFRINGEMENT. WE DO NOT WARRANT THAT THE SERVICE WILL BE UNINTERRUPTED OR ERROR-FREE, THAT ANY CONVERSION WILL SUCCEED, THAT OUTPUT WILL MATCH THE ORIGINAL FILE, OR THAT THE SERVICE WILL MEET YOUR REQUIREMENTS.

17. Limitation of liability

17.1. TO THE FULLEST EXTENT PERMITTED BY LAW, NEITHER PARTY WILL BE LIABLE TO THE OTHER FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, EXEMPLARY OR PUNITIVE DAMAGES, OR FOR ANY LOSS OF PROFITS, REVENUE, GOODWILL OR DATA, ARISING OUT OF OR RELATING TO THESE TERMS OR THE SERVICE, EVEN IF IT WAS TOLD THAT SUCH DAMAGES WERE POSSIBLE.

17.2. TO THE FULLEST EXTENT PERMITTED BY LAW, OUR TOTAL LIABILITY ARISING OUT OF OR RELATING TO THESE TERMS OR THE SERVICE WILL NOT EXCEED THE GREATER OF (A) THE AMOUNTS YOU PAID US FOR THE SERVICE IN THE 12 MONTHS BEFORE THE EVENT THAT GAVE RISE TO THE CLAIM, AND (B) US$100.

17.3. These limits do not apply to your obligations under section 18 (Indemnity), to your breach of the Acceptable Use Policy, or to liability that cannot be limited under applicable law.

18. Indemnity

18.1. You will defend us and our officers, employees and agents against any third-party claim arising out of your Customer Content, your use of the Service in breach of these Terms or the Acceptable Use Policy, or your violation of any law or of anyone else's rights. You will pay the damages, fines, settlements and reasonable costs, including reasonable attorneys' fees, that result from such a claim.

18.2. We will tell you about the claim promptly, let you control its defense, and give you reasonable help at your expense. You may not settle a claim in a way that admits fault on our part or puts an obligation on us without our written consent.

19. Term and termination

19.1. These Terms apply from the moment you accept them until they are terminated.

19.2. You may stop using the Service at any time. To close your Account and revoke your key, delete the Account on the key page at app.pdfconversionapi.com, or email support@pdfconversionapi.com. There is no fee for leaving.

19.3. We may terminate these Terms:

  • for any reason, by emailing you at least 30 days in advance;
  • if you materially breach these Terms and do not fix the breach within 10 days after we tell you about it;
  • immediately, if you send child sexual abuse material, attack the Service or other systems, breach section 14, or if the law requires it.

19.4. If we stop offering the Service, we will email you at least 30 days in advance.

19.5. When these Terms end, we disable your API key. Stored results are deleted on their normal schedule (section 6). We keep and delete Account Data as described in the Privacy Policy.

19.6. Sections 6.3, 6.7, 7, 10, 11, 16, 17, 18, 19.5, 20, 21 and 22, and any other terms that by their nature should continue, survive termination.

20. Governing law and disputes

20.1. These Terms are governed by the laws of India, without regard to conflict-of-laws rules. The United Nations Convention on Contracts for the International Sale of Goods does not apply.

20.2. Before starting a lawsuit, a party will first write to the other, describe the dispute, and give the other party 30 days to resolve it informally.

20.3. The courts at Surat, Gujarat, India have exclusive jurisdiction over any dispute arising out of or relating to these Terms or the Service, and each party consents to their jurisdiction. Either party may ask any court with jurisdiction for an injunction to protect its intellectual property or Confidential Information.

21. Changes to these terms

21.1. We may change these Terms. When we do, we will publish the new version on this page with its effective date. This version took effect on 2026-11-05.

21.2. We will email you at least 30 days before a change that reduces your rights or changes how we handle Customer Content or Account Data takes effect. Changes needed for legal reasons, or that only cover new features, may take effect sooner; the notice will say when.

21.3. We will not apply a change that weakens how we treat Customer Content or Account Data to data we already hold without your consent.

21.4. If you do not agree to a change, stop using the Service before it takes effect. If you keep using the Service after that date, you accept the changed Terms.

22. General

22.1. Entire agreement. These Terms, together with the documents linked at the top of this page, are the entire agreement between you and us about the Service. If these documents conflict, a separate written agreement signed by both parties controls first, then the Data Processing Addendum for personal data in Customer Content, then these Terms.

22.2. Assignment. You may not transfer these Terms without our written consent. We may transfer them to an affiliate or to a successor in a merger, acquisition or sale of assets, and we will tell you if we do.

22.3. Events outside our control. Neither party is liable for a delay or failure caused by events beyond its reasonable control, such as a failure of a hosting or network provider, a power failure, a natural disaster, war or government action. This does not excuse payment obligations.

22.4. Notices. We send notices to the email address we have for you. Send legal notices to legal@pdfconversionapi.com; we do not have a postal address for notices. You agree to receive notices and other communications from us by email.

22.5. Other terms. If a court finds part of these Terms unenforceable, the rest stays in effect. If we do not enforce a right, we have not waived it. The parties are independent contractors. These Terms do not give rights to anyone other than you and us.
